Complex UV Layout in Maya

Unusual mesh stretching during joint rotation

I've been trying to figure this out for about a day now, so maybe someone can help me and I would be very grateful. When I select my shoulder joint and rotate it, areas of beyond the arm are effected by the rotation. I have no clue as to why this is happening. I've attached the maya file including the mesh and rig unbound to each other, please help me user added image

You need to paint the smooth skin weights.
