Underwater clothing effect

Hey there!

So I'm rigging a character for a friend, and said character has baggy clothing. During the film she will be producing, that character will be going underwater, and I am now faced with the challenge of figuring out a way to allow an animator to easily(?) achieve the desired effect of loose clothing flowing underwater. The designs are very basic and the model is super simple/low poly, but I'd still like to achieve a relatively flowy effect with the fabric. The director of the movie does not wish to use nCloth, so I have separate pieces of geometry for the body (hands and head), pants, shirt and shoes.

Any suggestions will be welcome!
