Orient constrain problem

I am having a problem with the orient constraint, not sure what to do, when I apply it to the neck of my skeleton it rotates and moves around, but when I bend the character at the hips, the head remains in the straight ahead position. Could anybody please advise ?

Might not have all axes checked on it. What exactly is the goal of the head being constrained to where the neck would be anyways. Do you really need a broken hierarchy?

Where is the orient constraint in the hierarchy? Can you take a screenshot of the outliner?
