How can I insert hair in exactly vertices?

How can I insert hair in exactly vertices that I want, and not in entire object?

create curves and snap the curves on vertices where you want to place hair. then convert the curves to dynamic curves and assign paintfx hair later to the hairsystem .

done . user added image
