I need animated characters to test ncloth, hair. Where may I find them.

I'm not sure where you can find any for free, but why not just model some basic low poly meshes to hold the ncloth for you?

heck, maya comes with a setup rig as part of the character animation tutorial - all you have to do is bind the skin to the skeleton, and animate it.
