Adding Polygon Bones to Skeleton

See the attached picture for info. I would like to know how to attach polygons to a skeleton like they are in this file. Is this just a smooth bind? How did the polygons get into the joint hierarchy?

These polys are referred to as 'bones' in the tutorial, but Maya uses that term to label capsules and other things, so I've had no luck searching elsewhere for an answer to this problem.

It looks like they are just parented. Select the poly object, shift-select the joint, and hit p.
