A felt texture

I was wondering if anyone has any ideas on how to make a felt texture.

Kinda like the look of a cotton ball, but not so puffy, more compressed. Yet still being able to see some loose strands of fabric hanging off.

Anyone have any ideas?

You could scan in some felt, although you wont get the loose strands you want user added image
