I have an extremely irritating problem. (Not me, the software :D)

Please, what is wrong with my settings that makes this happen?

I mean, how come the rotate tool is only showing up in one window?

Does your system meet Maya specifications? This is usually caused by a hardware overlay deficiency in a video card.

[edit] oh yeah, one thing that some times resolves the manipulator issues it to use a lower screen resolution. Often cards will do this in resolutions 1280x1024 or higher... no promises that this will work for you though.

Try switching from DirectX engine to OpenGL, if that doesn't solve the problem, then use a software renderer.

Have you checked to make sure everything is on in your SHOW menu in the panels? Also, check the HUD settings under WINDOW > Heads Up Display.
