Polys

I made a poly circle and i deleted some faces on the bottom and it justm ade a hole. How can i make it delete the faces but instead of leaving a hole fill it in?

delete just the edges.

1 more thing is there a way to make one thing be wireframe and another not be? i have my reference on a poly plane and i cant see it through my cylinder. I was wondering if i caould make the cylinder wire and the plane not

You could also just smooth/flat shade your selected items by selecting it in view > ...

Turn on "Wire on Shaded" and then turn the object's transparancy all the way down.

or turn on the wire on shaded and then turn on xray as well (in the same menu) that's easier than affecting the metrial's transparency (espcially if it's Lambert1 user added image)
